So no questions about it because I just went in Re-tail and Cyrus was up! He helps you decorate your items, but not everything and it takes you 30 minutes as well.
Next thing, you know the balloons with presents attached to them, all you need is the slingshot. And all you need for that is the following shop:

If you go in on the right day, it'll have a slingshot and you buy it for 600bells. Then, the next time you find a baloon, you take you slingshot, press A and SHOOT!
How to get 100 extra bells when selling things.
OK, all you have to do is go into the town hall, go into the black leather seat at the back and, talk to Isabella about Ordinances and, using your stylus, press on Wealthy town. Wait till the next day and sell something at Re-tails. I cannot garuntee it'll be 100 bells extra but it'll always be more than 50.
